If your computer isn't under manufacturer's warranty, depending on the length of time you've owned the computer, you may have some protection from your credit card (if you purchased it on your credit card). Having the warranties have extended the the functionality of my ThinkPads for longer than one would expect: 8-10 years. The warranties are expensive, for sure, but those repairs would have cost me thousands of dollars (in total) had I paid for them out of pocket.

Until recently, I never had a touchscreen computer, but I've needed multiple repairs for parts that failed. Something like a touchscreen would likely fail within the length of an extended warranty, and if it happened, it would pay for the warranty itself. I imagine that the heat issues associated with so many parts soldered to the motherboard makes the failure rate higher. I have always made money on my warranties because as good as ThinkPads are, the failure rate in laptops is high. I have never not purchased an extended warranty based on my past experience.

Most likely, that's a hardware issue, and it would be covered by your warranty, if your machine is still under warranty or an extended warranty. I doubt that a software, 'smart performance' tweaker - as good as it may be - will help you get your touchscreen working (unless it's a software issue, perhaps).
